Importing electrical appliances into Indonesia
Updated 2026-10-17 · Indonesia
The most expensive sentence in Indonesian appliance importing is "we already have SNI". A product can hold a valid SNI certificate and still be stuck at Tanjung Priok, because the certificate answers only the safety question. Indonesia splits the same appliance across four regulators: the Ministry of Industry for the SNI certificate, the Ministry of Trade for the goods registration number that customs actually checks, the Ministry of Energy for efficiency labelling, and the Ministry of Communication for anything that transmits. One certificate never cancels another obligation.
In short
- SPPT-SNI proves the product is safe; NPB is what lets it enter. The NPB is a Ministry of Trade registration built on top of the SPPT-SNI, and it must appear on the packaging and in the import declaration (PIB).
- The factory audit is the long pole. For imported products, the certification body audits the overseas factory, not just the sample. A factory that has never been audited needs preparation, not paperwork.
- Energy is a separate scheme. SKEM and the energy label (LTHE) come from the Ministry of Energy, and safety test data cannot be reused as energy data.
- Anything with Wi-Fi or Bluetooth adds a Postel certificate. Smart appliances carry one more obligation that has nothing to do with safety.
Four obligations, four questions
The government does not divide rules by product type. It divides them by the risk it is watching. The same refrigerator can be in scope for all four.
| Obligation | Regulator | Question it answers | Mark on the product |
|---|---|---|---|
| SPPT-SNI + NPB | Ministry of Industry (LSPro) + Ministry of Trade | Is it safe, and is it registered for trade? | SNI mark + NPB number |
| SKEM + LTHE | Ministry of Energy (ESDM) | Does it meet minimum energy performance? | Energy label (star rating) |
| Postel certificate | Ministry of Communication (Komdigi) | Does its radio transmitter comply? | Certificate number |
| K3L registration | Ministry of Trade | For products outside mandatory SNI: is it safe enough to sell? | K3L number |
K3L and mandatory SNI generally do not both apply to the same product. Applying for K3L on a product that is already on the mandatory SNI list is a classic way to lose months.
The document sequence
Every step depends on the one before it. NPB cannot be issued without a valid SPPT-SNI, and the SPPT-SNI application runs through the Ministry of Industry's SIINas system, which needs the importer's business identity to exist first.
| # | What | Who | Where it is done |
|---|---|---|---|
| 0 | Business identity (NIB) and importer identification (API) | Importer | OSS |
| 0 | HS code + restricted-goods (LARTAS) check | Importer | INSW |
| 1 | SIINas account, matching the NIB and business classification | Importer | SIINas (Ministry of Industry) |
| 2 | SPPT-SNI: lab test + factory audit | Importer applies; LSPro certifies | SIINas, then LSPro |
| 2a | SKEM certificate + LTHE label permit (if listed) | Importer | ESDM / EBTKE |
| 3 | NPB registration | Importer | OSS / SIMPKTN (Ministry of Trade) |
| 4 | Import Approval (PI), if the HS code requires it | Importer | INATRADE |
| 5 | Customs declaration (PIB) quoting the NPB | Importer / broker | CEISA |
The order is not advisory. A certificate without an NPB is incomplete at customs, and an NPB without a valid SPPT-SNI cannot be registered.
SPPT-SNI: what the certifier actually does
The Product Certification Body (LSPro) is accredited by the national accreditation body (KAN) and appointed for specific product scopes. It does two things: laboratory testing of the product, and an audit of the manufacturing quality system. For imported goods the audit is normally carried out at the overseas factory.
The certificate is issued for a defined scope — model, brand, factory. Adding a model is not automatic; it is a scope question that the certifier decides, and it can require testing. If your supplier changes factory or model, ask before you ship, not after.
- The applicant is the importer or brand holder, not the Chinese factory.
- The certificate is valid for a defined period and carries surveillance obligations; the holder must keep reporting production or import realisation through SIINas.
- The factory audit schedule, not the laboratory, usually decides the timeline.
NPB: the number customs looks for
The Goods Registration Number (NPB) is issued by the Ministry of Trade's Directorate General for Consumer Protection and Trade Order. It identifies goods that are subject to mandatory SNI or mandatory technical requirements, and it is the traceability instrument for the product in the market.
For importers, the NPB has to be quoted in the import declaration. It also has to be shown on the goods or the packaging, below the SNI mark, before the product is sold. That is why printing packaging before the number exists is an expensive mistake.
- New NPB registration is submitted electronically; changes go through the trade ministry's system.
- The NPB's validity follows the SPPT-SNI. A single-shipment NPB is valid for that shipment only.
- The certifier that issued the SPPT-SNI must be registered with the Ministry of Trade, and the certificate must be reported into the trade system — otherwise the NPB application stalls.
Energy and radio are separate ministries
SKEM (minimum energy performance) and the energy label are administered by the Ministry of Energy, not the Ministry of Industry. The list of covered equipment grows in stages; air conditioners, refrigerators, fans, rice cookers, televisions, lamps and water dispensers have been brought in, with more categories scheduled. Safety testing does not produce energy data, so this is a second test, not a re-use of the first.
Anything that transmits — Wi-Fi, Bluetooth, cellular, RFID — needs a Postel certificate from the communications ministry. A smart appliance is two products in one file.
Check the HS code against the restricted-goods list on the trade ministry's INSW portal before quoting. A wrong HS code makes the whole obligation map wrong.
Where shipments stall
- Stopping at SPPT-SNI. The certificate is not the registration. Customs asks for the NPB.
- Printing packaging before the NPB exists. The number must be on the packaging; reprinting usually costs more than the certification.
- Applying K3L to a mandatory-SNI product. The two paths are alternatives, not steps.
- Forgetting the Wi-Fi module. Smart appliances need a Postel certificate as well.
- Assuming one safety test covers energy. SKEM needs its own testing and its own label permit.
- Changing the factory after certification. The certificate is scoped to a factory; moving production invalidates the basis of it.
What we check, and what we do not do
We are a sourcing and consolidation company in Shenzhen. We do not issue Indonesian certificates and we do not act as the importer of record. What we can do is make the factory ready for the audit, keep model references consistent, and tell you which of the four obligations your product actually triggers — before the deposit, not after the container sails.
- Map the product against the mandatory SNI list and the K3L list before quoting.
- Confirm the factory can support an overseas audit: quality system, records, and a production line that matches the tested sample.
- Keep the model list, nameplate data and invoice descriptions consistent across the SNI scope, the NPB and the customs documents.
- Flag the energy and radio obligations early, because they are separate applications with separate timelines.

Buyer questions
Is SNI certification enough to import an electrical appliance into Indonesia?
No. SNI is the safety part. Importers also need the NPB from the Ministry of Trade, which must be quoted in the customs declaration and shown on the packaging. For listed appliances there is also an energy obligation, and for wireless products a Postel certificate.
Who applies for the SNI certificate — the Chinese factory or the importer?
The Indonesian importer or brand holder applies, through the SIINas system, and appoints an accredited certification body for the product scope. The factory's role is to pass the audit and to produce goods that match the tested sample.
Does the certification body visit the factory in China?
Yes. For imported products the quality-system audit is normally carried out at the manufacturing site, which is why a factory with no audit experience needs preparation rather than a document pack.
Can we print the SNI mark and NPB on the packaging before the certificate is issued?
Not safely. The NPB number is what has to appear on the packaging, and it comes after the SPPT-SNI. Printing early is the most common expensive mistake: the number is not known yet.
Our product is not on the mandatory SNI list. Do we need anything?
Check the K3L list. Indonesia regulates a set of electrical and electronic goods that are not covered by mandatory SNI through K3L registration, which requires a declaration and recent laboratory test results. Do not file K3L for a product that is already under mandatory SNI.
Does an air fryer or an electric oven need an energy label in Indonesia?
Check the current SKEM list for your exact category. The list has been expanding in stages — fans and rice cookers are already in it — and a category can move into scope between your quotation and your shipment. This is a question for the energy ministry's published list, not for a supplier's opinion.
